So let’s be real: decriminalization + lottery only works if Government of the Cayman Islands can run it clean. Otherwise it’s just another “announce it loud, execute it sloppy” situation. If you’re doing cannabis, set real rules + enforcement (and stop the grey-market circus). If you’re doing a lottery, show the money trail public reports, audited, and ring-fenced.
